I think it's good to advertise a 15 min interval which you can then stretch to as much as 20 mins if you have a large or particularly slow crowd in.
I think you should always fill blackouts with music, if possible, if there's a bit of set changing going on.
I did a play once which had four minute scene changes, even though the entire play and all four scenes were set in the same room. (I acted in the play, that is - I wasn't responsible for the four minute scene changes)
