A good way to start is by approaching the local amateur companies. That way the person can getting some acting experience first - helping out in wardrobe and set design, etc. in amateur groups will also allow the person to obtain some basic theatre skills, but it's not the way to go about getting acting work.

The next step is to audition for other local performances/companies, as well. Here it would be better to volunteer to assist on shows (whether it be wardrobe, set, or FOH, etc.) - this is the best way to get your face seen by professional companies, but when it comes to acting for them, you'd have to audition like everyone else (unless the people in the company have seen your performances elsewhere and approach you directly).
